Superman Legacy, Brave And The Bold, and Supergirl: Woman Of Tomorrow happen in Gunn's new joint universe, and nothing seems to be in the old DCU; so yes, he is rebooting everything.
Same actress in the title role for Waller, it seems. Seems to suggest Suicide Squad/Peacemaker got spared. The Authority is a weird choice. I like The Authority, but if you keep them true to the comics, they usually make the Justice League and all the other DC heroes look impotent and incompetent by comparison.
Depends if it's the Jenny Sparks Authority or the version from Superman and the Authority i.e. Manchester Black and Co, but reformed.
So The Batman 2 and Joker 2 are elseworlds then we get Superman to kick things off, the Hal Jordan and Jon Stewart Lanterns a sort of True Detective type show and Paradise Lost a sort of Game of Thrones, but Paradise Island which I presume introduces Wonder Woman, then Batman and Robin. So I'm assuming this all leads to a major event.
He's explained a little more. It seems like on one hand, its a reboot, but it won't erase the previous movies and shows, it'll connect through multiverse through Flash, so it'll be like what they did with "X-Men: Days Of Future Past" or Star Trek '09. Even more detail. Rather than build out one hero at a time the way the MCU and Snyder-verse did, his reboot-iverse will jump right in with all the heroes being established, and part of regular life. Random thought: Braton Thwaite (Nightwing) would make a fine Hal Jordan, or even Bruce Wayne (too old to be Nightwing in the new 'verse) People chatting about Pratt as Booster are being silly, you're not going to get someone that big to do a TV series when they already are associated with a character. You DO need that Pratt/Reynolds comic instinct but someone less high profile. Supergirl concept seems fascinating. Framing her as a young woman working through some fucking TRAUMA from her youth is a good story angle.
That was always the plan for the Flash movie, that's why it's always been called Flashpoint, after the big Flash event that set up DCs New 52 reboot that brought back the multiverse.
It looks like Flash's Supergirl will be the Gunn-verse Supergirl. I hope he plucks the Batgirl actress from the shelved Batgirl movie to be the "Brave And The Bold" Batgirl. Why re-recast her?

Gunn has talked to Snyder. Snyder has basically graciously passed the torch to Gunn, and has no interest in continuing his DC universe, and is happy on the new stuff he's doing. I just happened to be digging through my old blog posts of the BvS casting news. We got word Affleck was Snyder-verse Batman in 2013. BvS finally landed in 2016. "Superman Legacy" is way out in 2025. That probably puts "The Brave And The Bold" out to 2028-2029 since "The Authority" squeezes in between. So, yeah, don't be holding your breath for Gunn-verse Batman casting until 2026-2027.
Ah!! I've figured out how Keaton becomes Batman in the Flashpoint world! He's Thomas, but gets named Bruce, loses his parents, and doesn't marry and have a kid. Which means!! In Snyder-erse timeline, Batfleck is Keaton Junior!
