Yup. Moral reasoning involves deciding for yourself what's good and what's bad, not merely doing what you believe you've been told to do. Appeal to authority, including biblical authority, is a tool for avoiding moral reasoning. Reasoning from religious texts is, at best, amoral, and all-too-frequently immoral. Foisting responsibility for one's foibles off on some god character is an abdication of moral responsibility.
If you don't believe in God then you have no moral standard. A person with no moral standard has no morals to begin with. Pretty simple.
