this particular plan will, if anything, hasten the demise of the EU. the people have spoken with regard to the constitution, and any national party implementing through a backdoor will likely feel a voter backlash and allow anti-EU parties into the mix. furthermore, blairs doing anything he can to get some kind of legacy other than iraq and getting increasingly snotty about the publics view. i'm really expecting a big "fuck you. fuck you all, you little people, you cunts - i made you who you are today! me! me! you retarded little ingrates" speech from blair when he steps down.
There are too many fundamental divisions and differences between European countries for it to ever be considered as a power. Whilst it may appear to be organised, with its base in Brussels, the fact that the UK is still resistant to ever fully commit to the belief of a universal currency, will probably forever insure division remains. Besides, we are all too culturally different for it to work in a way other than having trade & commerce interests to hand.
I think that one thing that indicates the high probability of a newly resurgent European superpower is the very existence of a single EU foreign policy that represents the interests of the entire membership of the European Union.
