Russia originally saw Syria as a place for its restive Muslim population to bugger off and die. So they originally let huge numbers of them go there, they even officially encouraged it. This made Russia and the former USSR one of the biggest sources of foreign fighters in the mideast.

The problem is not all of them died and now that things are going poorly for Islamic militants many are finding their way back home after having been further radicalized and trained in violence.

ISIS and all the others also vow revenge gainst Russia for siding with Asada and so make regular propaganda videos urging attacks on Russia. The Atlantic recently had an article on this and why many of Russia's counter terrorism tactics aren't very good.

He was a Muslim from Kazakstan. Central Asia has been a huge return area for Russian speaking jihadis as the FSB has tried to block re-entry into Russia. That means radicalized Sunni networks have been growing and making inroads with the native Sunni population there.
