No, that is one of the other four central Asian republics. The report I saw said he was from Kazakstan but had gained Russian citizenship as well. A fairly easy process for Russian speakers from the former USSR.

The first place I saw it was BBC right after it happened, they hadn't released a name at the time but said there was a suspect from Kazakstan. As for the new update, I didn't read your link.
