I live in a state and in particular an area of that state dominated by Spanish and I work for government.

I can tell you there are thousands of government employees, including at the DMV, that do not speak Spanish.

For point 1, well, yeah. Of course individual results will vary. But that has been the pattern for wave immigration since before the Revolution.

You say that like it means something. Entering the US legally was a lot easier and less prohibitive in the past.

The point of number 2 is that if an entire area starts speaking a new language, due to massive immigration, the pattern of "They will learn the native language by the third generation" breaks down and is no longer valid. That's what happened when Europeans came to America (it's the "Indian" languages that were lost, not English -- English is not the native language of North America). It's what happened when the Arabs invaded North Africa. It's what happened when the Franks invaded Roman Gaul. And so on.

A couple of thoughts, the US doesn't have an official language but in California you can be excused from jury duty if you don't speak English. Yet the DMV (where folks are added to the jury duty pool) provides instruction in many languages -

But I don't see the relevance of such a point, or how it relates to what is happening with immigrants here in the US.

Over the last couple centuries the pattern I described is what has happened, is what is happening, and unless something radical occurs is what will continue to happen.
