Yep. First generation picks up very little English. For social support and access to ethnic goods and services they will generally cluster in a small area with others from their place or origin. Second generation is raised in this cluster. The are bi-lingual but English is their secondary language. Aside from school most activities (church, sports, social events, etc) are conducted within their ethnic group so they will still have a strong connection with their parents home country. HOWEVER since the 2nd generation does have a good command of English and access to education, they have the ability to leave the ethnic cluster in pursuit of better opportunities. Their kids will be raised in 'mainstream' American environment, mixed English/second language is spoken at home but English is their primary language as everywhere else (sports, church, social events etc) it is the language spoken. They will identify as American first. This pattern has existed for centuries here in America and has changed little. However every time a new group comes in it's all :skyisfalling: .

It doesn't matter. Hawaiians are not in charge, the US is in charge. And here in the US we speak and conduct business in English.
Just to put things into perspective, less than the two percent of the population speaks Hawaiian. For the whole State, less than 200 speak it as a first language.
That's why I said change the law. As long as some statute or constitutional provision recognizes it as an official language, the government has certain obligations in terms of protecting the language and/or offering services in it. We have the same problem in Canada. Outside of Quebec, less than 4% of the population speaks French as their native language. Yet because of our federal constitution all consumer goods packaging and government services must be provided in both official languages. It's completely stupid and an enormous waste of money and resources.

Yes and no. I would add two major caveats to that: 1) There are many first generation immigrants who learn the language fluently. The process often goes much faster than what you describe. 2) When enough immigrants arrive at once, they change the language. How many Europeans in America were speaking the native languages by the third generation?
I agree with you in principle: If they accept Hawaiian as an official language, they should be prepared to use it. Nevertheless, you are making the mistake of applying Canadian law to an American state. Just because Canadian law means that an "official" language must be able to be used everywhere does not mean that the law in Hawaii means the same thing. It would be interesting to see exactly what Hawaiian law says about the status of an "official" language. Only if it reads like Canadian law (which it almost certainly doesn't) do the legal implications you raise apply.
