In many of these States the fugitive is discharged from service or labor claimed, and in none of them has the State Government complied with the stipulation made in the Constitution. . . .

The minutes show that immediately after that the convention downvoted mentioning tariffs as one of the causes of secession. The vote was unanimous.

Keitt became a Colonel in the South Carolina militia and during his first field experience was shot in the liver by the troops of Philip Sheridan and died in agony in a field hospital. His division broke and fled and was routed from the field.
