Nah - these guys are anything but inept at their chosen job.

It's just their chosen job isn't representing their constituents - it's getting reelected. At that they are anything but inept.

That's a good point, but it denies the existence of a huge class of people who've learned they can vote for politicians who'll promise them anything in return for their support - and it won't cost them a dime.
