It's the same thing with Obama's Cap and Trade. A Democrat admitted in committee hearing that it was one huge hidden tax on the American people. I'm not sure I share your concern here... Not that it wouldn't be rude to have to write a check when you're expecting a refund next spring, but it's not about paying more taxes, just having less withheld throughout 09. Would you prefer the IRS withhold more? You set the amount; it's not rocket science.
