There is participating in the riots by organizing and helping to execute them. Telling people to go riot is not a command that put the guilt of the riot on a person who did not participate and said go do it. Only in the military do we have the excuse of someone ordered me to do it to absolve a soldier of the guilt of murder or violent destruction.
