    No, but I would argue that gun owners with a concealed-carry permit have been fully trained on the use of their firearms who are fully qualified to handle a situation like this.

    My, what a nice double standard. I also notice you're completely forgetting about that guy who stopped a mall shooting without ever firing a shot, precisely because he didn't take the first shot he had lined up because he was concerned about hitting bystanders. Still, the shooter saw him, knew there was resistance, and shot himself as soon as he got his gun cleared (it had jammed). But in your world, there are no instances of this, and if anyone who's carrying is around for one of these shootings, naturally there are going to be lots of people caught in crossfire. :rolleyes: Except all the times that they aren't.
