    I've always been of the notion (as mentioned in the original Star Trek Technical Manual) that after the success of the original 12-14 Constitution class vessels (depends on whom you ask), that the Federation built more than 100 of the ships.

    I would counter that being few of them means they are very special and expensive and that in that era they couldn't field a fleet that large

    Then by, say, the post V-ger era they begin to increase the size of the fleet (of ships of that size or larger) noteably over the next couple of decades

    In Historical terms, Kirk's "navy" during TOS is analogous to pre-WW2 U.S. navy and during his latter years, it's more like the cold-war era. Explain it by noting that once they realized the Romulans were a legitimate threat on par with the Klingons they realized they needed a bigger fleet.

    Which, is kind of the same thing you are driving at but I would say if you are speaking of events during the "five year mission" you are certainly not going to have more than 20 Conny class ships out there.
