To be fair, I don't recall them realizing they were in a place where time went by faster, they both assumed Voyager had left them behind long ago. Even the married members of that alternate timeline Defiant crew (like O'Brien) found new partners when they were stranded in the past with no hope of rescue.
Andy Dick is actually pretty excellent at playing the specific sort of character that you'd hire Andy Dick to play, like Matthew on Newsradio, or the EMH Mark II, who was basically Matthew in space. (But not the Matthew in space from that one Newsradio episode.)

CBS likely had fuck all to do with the decision - the guy blotted his copybook with Kurtzman and Goldsman, both of whom worked with Rapp on DSC. If the showrunners don't want a particular actor, the studio ain't gonna gainsay them.
