Indeed a portion of them can just as changes in policy can effect competitiveness, basically those not automated can. What I advocate is a big cut in tye corporate tax rate, a whole lot of deregulation, liberal use of abtidumping provisions and other tariffs against cheaters to discourage cheating, and requirements placed on trade deals for environmental standards, labor standards, and provisions against currency manipulation.

Basically free trade but with minimum standards to prevent a race to the bottom going below a certain level. Countries which don't meet those standards immediately are tariffed out but everyone who does gets free trade. I would also try to get other 1st world countries to follow the same policies and would have making progress on climate change also enforced through the same tariff mechanism.

Oh, I would also eliminate the federal minimum wage but that has been one of my positions for the last decide. I would do a direct cash subsidy from the government to help top up low wage workers but give jack shit to people who do not have jobs
The regular social safety net would apply still though I'd put a lot more checks to weed out fakers as well as kick out people who do not reach employment goals. Tough love is tge phrase there because there is a lot of freeloading dead weight in the system currently.
