Yes, HavenBBS existed but Borgs did not know about it and didn't need to know about it because he and Elwood negotiated a deal without him knowing about it.

It was there as a last ditch scenario...a place to go if Borgs refused to give up the board and a copy in case Borgs decided to destroy the board on his way out.
