If you treat it as users paying for a service yes, but the question was why necessarily look at it that way.

In terms of how our economies work, it can also be viewed that governments create money, and existing money erodes as it circulates.

Governments do not create money. Except in the sense that they mint it. Economies create money. Which is to say, economic activity creates or adds value, which is symbolized as money, or more properly currency.
A properly functioning government creates the environment in which economic activity can take place in a reasonably sane manner. Rule of law, personal property rights, etc.
