When given that little bit of stability many homeless people manage to rebuild their lives. That suggests the issue isn't them not making an effort, but that the circumstances they have found themselves in overwhelms their ability to effort themselves out of the problem. Surely if we want people to make an effort to better themselves (something I think we could all agree on) then it follows that it makes sense to have a system where people can see examples of people's effort paying off? If I'm homeless and surrounded by examples of how the situation is nigh inescapable, the temptation to escape into the comfort of whatever substances I can easily get is going to be a lot higher than if I could see that my effort to better my situation was likely to work out.
