The writer of the story obviously does not think much of terrible people who will do awful, dangerous, vile things like risking their own lives to jump into a gun battle and remove a cop-killer from society before he could kill any others. "Psychopaths" like that are dangerous. To cop-killers...

Not as a direct threat, no. Other reading indicates he was shooting the shit with officers when he said it.

Far from threatening officers, he appeared to be explaining that he was not threatening them or anyone else, because if he wanted to shoot someone, he could do it despite bullet-proof vests.
Hmmm....I've been up close and personal with bears and guns, and I can sleep through bears bawling and grunting. Guns not so much (unless I'm really tired). Anyway, this is a double-edged sword of sorts. Guys like him are the type to jump in and kill a bad guy. He bragged about being trained and willing to do this kind of thing. If some office geek pacifist lib would have tried it, they would probably have messed it up and got everyone killed. That guy talking about calling to get help because he could never do what Great Santini did says it all.

He's probably fine, especially since he has chosen to live in a pretty remote and solitary location. I'm definitely glad he was around to step in once the cop was out, but I think it's quite reasonable to acknowledge that heroes can be flawed. Really it makes the story more interesting to see that aspect of his past.
