I disagree with the use of active voice. In both directions. Also a simpler verb might be better. Like "use".

Politicians starting to turn on each other. What Cuomo won't say however is that he has refused to send in the New York National Guard. They are activated and on standby but he hasn't sent them to New York City yet.
Like I said, I respectfully disagree that is the primary way to interpret it. One can reasonably expect that there will be expert testimony that this is a legitimate restraint technique taught by police, that normally it is executed with limited danger of sustained-pressure choking, that doing it to a healthy person should not result in choking, etc. Chauvin or other witnesses will likely testify as to the obvious alternative explanation why he did not stop his restraint or repossession him earlier: because he did not believe that he was doing harm and was not pressing down on the neck hard enough to do harm, and he obviously didn't want to kill Floyd. There is finally the county autopsy that says that there is no evidence of traumatic asphyxiation. People's mileage may vary, but I see that as adding up to reasonable doubt that Chauvin really said to himself even for a second, "I want to kill this man."
And like I said, he's a lawyer and former prosecutor. You are not. Not a single cop I know says that this is a technique taught to police. Choke holds of any kind haven't been a part of police procedure since around the 1990s.
In regards to Trump calling out the use for the military. While you're all running your mouths you're not paying attention to the fact that he's following the law. It's why on the call on Monday he told the governors that they need to deploy their states national guards units and use them. Notice what he didn't say to them was that he was in charge. He told the governors to do their job. Law enforcement response is not gonna work unless we dominate the streets, as the President said. We have to control the streets. If we treat these as demonstrations, the police are pinned back, guarding places and don’t have the dynamic ability to go out and arrest the troublemakers. They’re just standing in a line watching the events. Then when they disperse the crowds, the crowds go running off in different directions, create havoc, there is looting and everything. We have to control the crowd and not react to what’s happening. And that requires a strong presence. In many places it will require the National Guard and when there’s a strong presence, (INAUDIBLE) to defend buildings or a strong presence to control the crowd, things are quieting down, as in Minneapolis. No mention or threat of deploying the US military. The military if deployed is only after the states have exhausted their resources OR a governor asks for it. Trump has put these Democrat governors in a box. They have to use the national guard themselves or ask him for military aid. Either way it makes them look bad. Democrats are trying to do the same thing they were trying to do with the virus. They are trying to goad Trump into acting so they can accuse him of being a dictator. But just like he foiled them when he told the governors it was their job to close/open their states he's doing it again with the riots and telling them it is their job to get the riots under control. And he's right. It's their job. They want him to bring out the military so they can scream he's a dictator but he's not playing ball. You guys hate Trump so much (along with the media) that he can say things like he's going to send in the military that you pay no attention to what he's actually doing.
