Take Montreal... not nearly as many junkies and you can get by with minimal French skills, so long as you use them. Rent's a lot cheaper too. Oh, and of course, FRENCH WIMMENZ!!!!!!!!!!!
Every time I get to Montreal (not nearly often enough) and get a look at those hawt, hawt babes walking around, I just want to...stay. Same for Victoria B.C.
I probably need to find an island, I'm not sure I could deal with either Europe's or Canada's cold. I could live quite a while in South America on my current savings but I just don't get the feeling of safety and security that a Western Nation brings to the table.

Washington State has the highest % of it's economy derived from exports out of all the states, so while not immune to US economic problems, it's a bit more insulated. Not to mention the city gets over 99% of it's electricity from renewables and nuclear. Combined with a robust public transit system, the core of which runs on electricity (Seattle never tore down it's trolley wire, all the old streetcar lines are electric trolley bus, plus some streetcars and an underground Metro). So again, more insulated from energy price shocks.
