It is. Putin has blown up three hospitals in Syria just since September and nobody uttered a peep. In all there have been 307 attacks on Syrian hospitals, about 90 percent by regime forces, and I don't think Obama has more than clucked his tongue. It's only wrong when Americans do it with more precision against a hospital treating our allies that's been overrun by terrorists.
You've got to balance the payoff of killing terrorists and/or Taliban against the number of innocents as well. Very few military attacks kill ZERO non innocents.

$610 Billion in 2014 alone, and estimated around $763.9 billion for FY 2016. Certainly shy of a trillion bucks, but a heck of a lot more than just "one quarter of that at most".
