I don't think you understand what you read. Yes US ships operate in this area all the time but the Carl Vinson was on her way to Australia and she was turned around to go back. That's a big deal. A carrier travels with a whole lot of other surface ships and submarines. A port call is a big deal from a logistics side of things.
Zombie is absolutely right about this. I was stationed on seventh fleet, which more or less exists to flex on China and when NK decided to rattle sabers. If it were something as simple as the simple Kim Il-Sung birthday dick waving they almost always pull during the holiday standdown (our only true period of down time), we'd get sent out for that. They hardly ever bothered to involve the third fleet ships on their patrols, much less a carrier group, much less one going to a port that is a logistic nightmare as it is with five thousand sailors. Kim Jong Un should not be thought of as a rational actor. Everything that comes out about him shows him to be paranoid and insane. Trump has far more sense than him. Trumps actions with the Carl Vinson are because of Kim Jong Un.
Insane from an external perspective. If you change the point of view, Kims actions are completely rational. Like Trump looking out for himself and his PR, Kim is looking out to tighten the grip on NK. For that he needs an external enemy (like all dictatorships do). Orwell described the phenomenon best in 1984's concept of doublethink: War is Peace. Of course we all are in a perpetual real life doublethink situation. It's all around us no matter if we're in the US, in Austria or North Korea. And: external threats unite the people no matter how shitty the government actually is.
