Tenzin Gyatso is not qualified for the job. First off, China would pitch a huge shit fit. Second, he's a self-confessed Marxist. Third, he is not a citizen of the United States. Fourth, his views on homosexuality would torque off the gay community for sure. And, finally, as head of the Tibetan government, Gyatso presided over an oppressive, feudal regime and enforced capital punishment for various theocratical crimes. Sure, he's a great public speaker, but his political and social ideologies are way too out of sync with the agenda of the United States.
I don't think Baba meant to make him the US ambassador, but that the entire world should recognize him as Tibet's ambassador.

If that's the case, it still wouldn't matter. Every country in the world recognizes China's rule over Tibet. Even Gyatso himself recognizes it. Putting Gyatso in a position of any kind of authority over Tibet would cause China to have a major shit fit.
