I'm having an issue with the new desktop I bought for playing Skyrim.

When I use Windows Update, it can find the updates, and I can chose them and even upload them, but when I hit the Install button, it thinks for a second and goes back to the immediately preceeding screen.

as far as I am aware, its supposed to go through more steps and then ask me to restart.

    it's not getting there.

I've run Trouble shoot and it just says to run Windows Update and go from there.
Windows Defender is turned off for some reason and won't turn back on.

    Any suggestions?

Congratulations, you have a virus of some kind. Download Malwarebytes if you can, update it, and see if you can run it. You may have to run it in Safe Mode. Your Windows Defender might be able to run in Safe Mode, too.

No error code, and windows update is unavailable in safe mode.

No, see if Windows Defender will run in safe mode. If that doesn't work, see if you can get Malwarebytes or Spybot: Search and Destroy and see if you can run those, either in regular start-up mode or in safe mode. I'm 99% sure you have a virus.

Hiren's boot CD is a fantastic tool for cleaning hard drive's. You use it to boot an os, which it loads into RAM. You can then run scans of the drive in question to clean it of viruses and malware. :)
