I would add that what kind of power the person in the job holds is a major factor.

The reason a police officer having racist beliefs is such a huge deal is that they can literally hold the power of life and death over people in their communities.

Similarly, if I were a police officer, I probably wouldn't give a shit if the guy stocking the shelves at Walmart was rabidly anti-cop, and I'd probably keep shopping there unless he made the experience incredibly unpleasant. But if I knew the guy serving my coffee at Dunkin Donuts was rabidly anti-cop, I'd probably never go there again. The guy stocking the shelves at Walmart would basically have no power to fuck up my life, but at Dunkin Donuts I'd always have to wonder if he put something in the coffee...
