Fair points, all. I will respond to the last one. I looked up the mayor on Wikipedia (yeah, yeah if it's wrong let me know) and this interesting tidbit came up on his relationship with police. "Frey rolled out reforms to the Minneapolis Police Department’s body camera policy in April 2018. The changes tied non-compliance to stricter disciplinary consequences for the first time. Following the changes, officer compliance with the body camera policy reached record highs.[22]" He's only been the mayor since 2018 and cleaning up the kind of mess he seems to have on his hands takes time, although the pace of reforms may be increased and police union resistance less of a problem in the wake of this truly ugly incident.
