Basically this small towns council spent a long time in secret negotiations with Foxconn to lure them there that involved condemning a whole lot of private homes to seize the land, and taking out massive loans to pay for that and infrastructure to support the factory.

At the time there was a lot of commentary around how it was being done in a shady fashion even if it did all work out, and how in the quite likely event it didn't the town would basically be bankrupting itself.
