In Canada the Reform Party/Canadian Alliance/Conservative Party spent years telling Westerners that Westerners were deeply upset about various issues and demanding certain reforms, then mostly failing to act on any of those demands while controlling the federal government for almost a decade. Then once they were out of power, they went right back to it while claiming that their opponents refusal to address those demands was undermining national unity and encouraging support for Western separatism. Alberta just had a non-binding referendum about whether or not to scrap the current federal equalization system that diverts no strings attached money to the have-not provinces, because Conservative Premier Jason Kenney tells everyone Albertans hate the current unfair equalization formula that screws over Alberta. But which government wrote the current formula? Stephen Harpers Conservative government of course, of which Jason Kenney was a minister. (Harper and Kenney were both representing Alberta ridings at the time.) In conclusion, all conservatives seem to have to offer voters is bad faith arguments and outright lies told to manufacture outrage they have no intention of quelling so long as it benefits them.

Nova's plan would essentially result in single-party rule. The effect of this a bit down the road would be the fracturing of the Democratic Party, probably into a centrist party and a far-left Bernie Sanders Give Me Free Shit party. The Republicans would become a permanent minority party and would likely throw elections to the centrist democrats. Since people in cities tend to be left-leaning, the basic problem would remain - the far-left Bernie Sanders Give Me Free Shit party would be the urban party and the centrists and rump Republicans would be the "rest of the country" party and we'd be having this same argument about lack of representation.
If the Republicans can't field candidates or write platforms capable of appealing to voters in urban centres, how is that a problem to solved to be undermining the basic principle of "one person, one vote?" What would occur is likely as you say, the Democrats would shift a bit to the left and lose some votes, the Republicans would shift a bit more towards the center and pick some up. In two party systems (which most crude FPTP systems tend to turn into) the parties and voters continually self correct towards that. What does entrench single party rule is when that push and pull is artificially constrained. When a party can wield power by appealing to a minority they have no reason to try and appeal to the majority. So instead of a tug of war to the median positions, you have a weight continually pulling towards the minority side. Keep that up too long and eventually the ropes gonna snap.
