The solution for the kids catching the morning bus in the dark is to have their schools start later. How about a national bill banning schools from starting at 7:30am?
Ah, but making high schoolers start class at 7:30 is satisfying for emotionally stunted adults who use "but we have to prepare them for the real world!!!111" as an excuse to make teenagers suffer.
It's sharing busses between schools and having to stagger start times. The younger kids need parents to get ready. Then the parents can go to work. We suck.
My ex-g/f's son went to a high school in Port Angeles, WA that had one day a week (Wednesday, I think) where school opened at 9:30am. I seem to remember seeing at least one study that indicates the number of U.S. heart attacks spiked immediately after the clocks changed. In any case, I hated working the graveyard shifts as it was and REALLY hated it on fallback. Spring forward did not make up for working the extra hour.
Grade schoolers get up before dawn....high schooler's body clocks wake them up several hours later. Grade schoolers start late than high schoolers. What's wrong with this picture?

I blame me, really. For a brief period of time, dumb people weren't on the internet. So while there were dumb people everywhere IRL, I could at least go online and there was smart people to be found in numbers with relatively few dumb people technical enough to get there. Then I went to work for AOL and we helped ALL THE DUMBS to get there. On the plus side, some of them are still paying for dial up.
It paid really well, the benefits were insane, and now I have the leisure time to do things I want to do. Oh, and the day care for my kid was absolutely incredible.
