I'm actually offended by the implication that white people did almost 1/4 of the shoplifting. Although the article didn't mention whether there is any black or asian population, which might've explained it. Still, it can hardly be called a racist article since it left the whites holding the bag for all that litter and stealing that wasn't cured by getting rid of the hispanics.

A quick search however finds it, according to the Victoria Chamber of Commerce, to be a hoax. Snopes also claims it as such. The print pic there however warrants further investigation as to it's true origin though so off I go. It's so Onionesque.

I knew it before I even got to the end of it, from the "Shoppers reported they could actually hear English being spoken throughout the community for the first time in recent memory" line.
