This ruling doesn't offend me. Dayton last year gave permission to find information on his teaching that was available at that time. The April 2015 document did not exist whe Dayton gave permission to find his school docs. Thus no permission exists.

Probably SSD. They pay more, and unless he has some wife and kids he won't get TANF. It is pretty much the way to go when they allow people who are nutbars to claim they cannot work despite being completely able bodied. The true welfare whores are actually on Social security as they give out cash with far less restrictions, and no oversight. Plus you can also put a little bit of SNAP on top of SS benefits. They have gotten better with limiting SNAP benefits for people receiving SSD income. Plus some states actually now require work for actual welfare which SSD only requires you to go get evaluated by a doctor and resubmit your reasons every so often. SSD cannot do a lot of drug tests because opiate pain killers and psych meds are a part of the doctor's prescription. They also make a lovely secondary income for many SSD recipients.
