You know that was to accomplish several vital functions:

1) Keep the family inheritances (which were very important in that day) from devolving to persons outside the family.
2) To extend the protections of the family to the widow. In other words care for the widows.

All of this happened before, and it will happen again.

The children of the widow (fathered by the brother in law) are not biologically that of the dead man but LEGALLY that of the dead man. Thus keeping his portion of the family inheritance in the family and not having it dispersed if the widow remarries.
