No, I think the broad scope of that statute was a good sign that the Democrats want use other government agencies in the same way. They don't try and use congress to grant limited powers to OSHA, which they still can, but instead try to do things with what Obama said, a phone and a pen. What Biden tried to do was grant OSHA to basically do whatever it wants with little to no oversight. Not to mention them forcing a good majority of the workforce to get a vaccine or lose their jobs.

It's a huge overreach that not only has potential give OSHA unlimited power, but also sets a bad precedent for future Presidents. @Lanzman often says that you guys assume your side will always be in power, but they won't and the day will come when a Republican president pulls some bullshit you don't like, but go ahead, keep making excuses.
