not to get to serious in a meme thread but I've seen some discussion of this - the difference is that even though Obama was working with almost 60 Dem senators, some dozen or more of them were basically ManchinDems (Joe Lieberman for example) and were no more inclined to pass Progressive laws than Mitt Romney is now.

And Obama didn't have near the majority that FDR did, and people were demanding that he do as much, if not more, than FDR. Also, Obama didn't take office after his predecessor tried to overthrow the government, so that might have something to do with the willingness of more Dems to back what Biden's doing.
