These are the demands you make before the shutdown. If McCarthy doesn’t agree, then you shutdown the government, if he still doesn’t agree then you call for a vote to vacate and hold up the process as long as it takes until the demands are met.
After three weeks and $10B in damage to the US Budget and hundreds of billions to the entire economy five of the twenty one Rs elected in Biden districts decide they don’t want to go down with the ship even if McCarthy has allowed the crazies to take over. They join the Ds in a Discharge Petition that follows the Fiscal Responsibility act of 2023 (aka THE LAW) in terms of base 2024 and 2025 spending. Bill goes to conference, spending levels end up higher as the Senate has added additional appropriations both for Hurricane Relief and Ukraine. Where does your Theory of Victory go from here? What was the benefit of this stunt for the American people?

It's a smart thing to ask for. However, it's debatable how much bargaining power Democrats will have in the "to avert a shutdown" scenario. If McCarthy needs their votes to save his speakership, then it's basically a matter of "hey, this is your problem and we can either help you or not, your choice." If it's to avert a shutdown, Democrats have less bargaining power because everyone knows they don't want to shut down the government and tank the economy. (Republicans, of course, do.)

I think it is both an opening bid AND directed at the Problem Solver and New Democrat Coalition folks more than McCarthy: Don’t be making some grand bargain that is both a budget AND promising to support McCarthy in the future. That isn’t necessary, we have a plan. So when you try and claim you ‘had to vote for McCarthy’ next primary we’ll have the receipts.

I wonder if there are just enough democrats from safe districts who could be persuaded (bribed?) by Jefferies to support McCarthy or maybe there are "moderates" who might want to be able to brag about being able to "work across the aisle" for the "good of the country".
