My understanding based on a quick look: Newsome has to announce an election within 14 days, and that election has to take place within 6 months, to fill out the remainder of the term - unless it is within the last year of the term of the resigned office. Congress is only elected for 2 years, and McCarthy's election was Nov 8th, 2022 for his current term. Sounds like Newsome can keep it vacant, as Dec 31 2023 is within one year of the next election.
On the other side, Hochul just scheduled Santos replacement election for Feb 13th. They are running Tom Suozzi - who held the seat prior to Santos from 2017-2021.
