I think she means the UNSC. It's worth remembering that when the ICJ ruled against the US in the 1980s (in a case concerning attacks on Nicaragua) the US refused to comply with the court and withdrew from compulsory jurisdiction. And they've been doing what they can to destroy the ICC. So the legal stuff is not a panacea. But it can help.

I am not an international law expert nor have I listened to every statement made by every member of the Israeli government. As to what follows, as mentioned if Israel decides to ignore any injunction issued while it would go to the UNSC (where it could be vetoed) the Genocide Convention requires all signatories to affirmatively act to prevent genocide so on an individual level countries would be required to pressure Israel to abide by it.

There are a lot of different views around and the ones you referred to seem bizarre given the evidence presented. What I'm hearing a lot is that while there might be genocidal statements from the top and genocidal actions by some soldiers, the South Africans will have a hard job proving a connection through the chain of command. And also that it's possible that the court will split the difference with regards to provisional measures - ordering the Israelis to do certain things (in terms of aid etc.) short of a full ceasefire.

That sort of tactic is only useful in a terrorized community that is not resisting. A truly dangerous warrior who was really trying to destroy all the jews would have done everything to trip up the IDF people using him as a shield to give advantage to his armed allies and making it easier to break the IDF ranks.
