I imagine it will be some degree of making sure RNC money goes towards Trump lawsuits and the like, and also using it to exert more influence over Republican candidates, with funding depending on their loyalty to Trump. well, it is kind of absurd to state that up to 13% of the population is undocumented aliens. (this site suggests 3%, or 10.5M. It does say that 1/5 of foreign born people in the US are undocumented though) Still, seems reasonable that they'd have a decent estimate of how many they don't catch on their way into the country. I'd imagine a lot of the tracking is from visitor visas that weren't "closed" upon departure-that is, there's no record of them leaving. Identity theft for welfare programs isn't really much of a thing. I don't know about the US, but here you have to provide tax documents to receive benefits. On the other hand, there are far more lucrative crimes that can be committed with falsified identities and a degree of organization.
