I wonder how a buidling like that would stand up to terrorist attack. I would imagine that if anything, the outer compartments would shield the load-bearing portions of the building from a blast.
Having eaten in one or two in my lifetime, no it's not really noticeable. You just glance up every few minutes and realize your view has changed slightly. After about an hour, you're back where you started.
OK. Dubai now needs to design a building that will transform into a giant robot. Or at least split open into a giant gun that can shoot down hijacked jets. Either would be seriously cool.
No, only a few apartments at the very top are controlled by the owners. The rest of the apartments are part of a coordinated movement so that the building will have a unified "shape" as they all rotate in concert.
