You do understand that you can't put forces and assets on alert and leave them there indefinately, right? Passangers were already screened for guns and knives. Did anyone notice that before 9/11, the new administration was just dithering around, not doing much after barely winning the election? Then suddenly 9/11 happened and Bush (or his cronies) suddenly had something they could galvanize themselves around. Makes sense to me.
What should they have been doing? The international front was quiet, the economy was chugging along, with the exception of the internet bubble busting, there wasn't any huge legislation on the horizon. Until 9/11 Bush was a placeholder president.
