Yes. Though a relatively narrow victory would not normally be called a "mandate". It is only one in the unexpectness of any victory at all.
Of course it's a mandate. He's won the election. The margin is irrelevant. That he won is because it means more of the public has given him the authority to lead then the other candidate. That's a democratic mandate, no matter how distasteful the candidate.
That's not how our government works. Our representatives never do what the public wants, they do what they want and believe is best for us. But is really in their best interest. It sucks, but that's why I'm not worried.

Trump doesn't have a mandate though he will claim he does. He does have the Senate and the House but I fully expect the Senate in particular to be stupid and let the Democrats abuse the filibuster.

You might visit the U.S. once or twice a year and have American friends, but you don't understand American politics very much. A slim, marginal victory is never considered a "mandate". It certainly wasn't when George W. Bush was elected president.
He was the candidate of fear. And being afraid of things is something Americans have been taught by our media, or entertainment, and out politicians for 40 years now to wallow in. I saw that fundamental shift in our character when the Challenger blew up. Apollo 1 catches fire, kills 3 Astronauts and the national discussion is that we need to fix the problem and carry on. Challenger goes and the National discussion is do we really need a manned space program at all, it's kinda dangerous. More Americans are afraid of crime then ever before while crime is pretty much at a 70 odd year low, survival prepping is a huge business, and million dollar condo sales in abandoned missile silos abound.
He has every right to call it a mandate, everyone thought he was going to lose, including myself. The fact that he pulled this off in such a way proves it's a mandate. I think it's more telling about how much people despise Clinton and are sick of the establishment running things. It was the Domcrats' election to lose and they lost big time. Even if Clinton had won, it would have been a shallow victory. The Democrats shouldn't have rigged the primaries. They fucked up royally and now are paying for it. This is a testament to how broken the system is and people are fed up with it. There's no way that many people are racist, misogynistic, xenophobic scum bags, it's a mandate. Now lets see if he can make use of a Republican Congress in a productive way.

Part of it is the nature of crime. Crime might well be at a 70 year low, but what percentage of that crime is by strangers? Being victimized by people you don't know is infinitely more scary than being victimized by people known to you as you have considerable control over people you hang around with.
First thing he'll need to do in order to bring back all those manufacturing jobs is to outlaw robots...and then rise up against the ones that have already been built in a sort of Trumplarian Jihad.
