An interesting idea that I think could have some serious positive impact would be to give every American (about 4,000,000 people) 25,000 dollars when they turn 18. It would be in an account of course and could not be converted to cash easily (to discourage illegal activity) but could be more easily use for investment, to pay for education expenses, for health care, or relocation and various other things. 4,000,000 at 25,000 each would be 100 billion a year which is a huge amount of money. But in the context of the size of the federal budget and other spending it isn't completely inconceivable.
