The legislation admitting Texas into the union contains no provision for splitting Texas into smaller states that isn't already provided in the U.S. Constitution. Both the legislation and the Constitution require consent of the state and enabling legislation passed by Congress in order to form multiple states out of the territory of a state. The only thing the legislation bringing Texas into the union adds to this is limiting the number of states Texas can be split into to five, which is both a limitation that isn't a significant limitation and would be unconstitutional anyway if it were.
