It reports that the shooter was known to the police, who had multiple previous encounters with him. It's reported that in April he was evaluated by a mobile crisis team after police responded to his home for some kind of domestic disturbance. At that time, the crisis unit determined that he did not meet legal criteria for involuntary commitment (essentially he was not suicidal or homicidal).

Unfortunately, you wouldn't know any of this from Chimp's twattery.
