That is true - I was Air Force and Army during my time. Bombs are great for mass concentrations of equipment that can only be killed by bombs - tanks, vehicles, large troop concentrations, factories, etc. When your enemy is low-profile and highly mobile and blending in with the populace, you have to use eyeball-to-eyeball contact. You have to fight their fight if that makes any sense.
