A lot of times, it's a distinction without a difference anyway. A lot of prostitutes are runaways who get bribed with the promise of a home or food and instead the pimps exploit them, too. The only ethical prostitution is in Nevada's Bunny Ranch. It's also one of the only legal establishments in the US.

Maybe they wanted enough evidence for a slam-dunk case for the prosecution. Yeah those "massage parlors" are a big problem here in Augusta too, and I'm sure a lot of places across the country.
