    IRA had a system during The Troubles where they would call police or media (can't remember which...maybe either/or) to warn of a pending attack and give time for a (hopefully) quick evacuation that would minimize collateral damage. . They had code words that would authenticate the call.

    The bomb has totally fucked up things here. My home internet went out about 10 AM and I haven’t been able to even use my phone to get online. I’m now able to access the net via my phone at basically dial-up speeds. The 911 system for a good chunk the state is out.
