    Exactly, this is SF being blamed for the problems others cause and it is the only one trying to solve.

    Of course there is a public health question, because they've got the homeless from dozens of cities squeezed into a small area and insufficient resources and expertise to manage that.

    They have procedural lessons to learn, that much is clear, but much of the difficulties they face come from the fact so many migrant people are congregating in the one place at least trying to help.

    The onus is on others to make that effort too.

    Salt Lake City in the highly conservative state of Utah managed to figure this shit out ten years ago and cut their homeless population by 90 percent.

    Unfortunately, it seems to have backtracked in recent years:

    But I imagine that the reason it ever got off the ground and completed to begin with was due to the predominantly Mormon population that have a strong conviction of helping the poor and homeless get on their feet. They were also one of the states that a number of the displaced Hurricane Katrina families got sent to, and who ultimately decided to make a home there.

    SLC ran out of money and hasn't been able to sustain their efforts. You are a decade behind the news. The last unit built was in 2010 because they ran out of cash and were unwilling to invest more when they saw an endless horde show up demanding freebies. Now their homeless problem is worse than ever but at least they haven't been enablers like on the west coast so needed enforcement is still taking place, thankfully.

    Also, they decided having one big homeless shelter effected that one area too much concentrating it with all the crime, drug use and sales, as well as all the social ills into one place. It attracted people from all over there. They are now going for a decentralized and spread out approach with smaller shelters distributed at three locations in different parts of the city hoping that makes the negative effects more manageable.

    The fucked up thing is that many of the people doing the frontline work are about a bad afternoon from being clients again themselves. So many of the HRW people I know are recovering addicts themselves... Hell, several are simply "managing" competently.

    I literally said in the post above your that they've "backtracked in recent years," you turnip. And yes, I'm aware they ran out of money, but the point being that when people have stable housing first and foremost, the other things like health and employment. When they put the money and effort into the solution, it produced results.

    Even if these people were all just there for "freebies" as you claim, would you rather they dealt drugs indoor and have places to shit in besides the sidewalk?

    If you mean Cheddar Man, you left out the part that Neolithic farmers are known to have come to Britain FROM Europe and replaced the westerner hunter-gatherer types. Cheddar Man himself was one of the immigrants.
