If it makes a good show, I don't mind if they write over the ST09 prequel comic.

Unless it's a Vulcan dog, the ears to do look like Vulcan ears.

And if Picard is done and disheartened with Starfleet, what's up with the Starfleet dog collar?

Well, that was the first one I found doing a search for "Star Trek dog collar," there's oodles of others.

I did the same search this afternoon.

I bet there will be silver ones available very soon, either official or knockoff.

I can see Q dropping in and Picard calling Number One.

It's funnier if it's something Q did to Riker, and Picard just decided to roll with it.

“He turned me into a dog, I got better.”

Or better yet, “Q, the last time we saw you, you turned Riker into a dog and never turned him back!”

“Oh don’t worry Mon Captain, I got busy with Vash, I came back as soon as I could.”

“You got busy with Vash?”

“Oh Picard, you humans all think alike. Don’t worry, she doesn’t like me in that way. I don’t see what’s not to like about a god.”

“You’re no god, Q, none that I would worship!”

“Very well, Picard.”
Waves hand, Riker is Human again.

“Roof, roof!

“Damn it, Q!”

“You have no sense of humor, Picard.”
Waves hand again, Riker can now speak.

Stop it there, as a throw-away line that no-one else ever comes back to, and it's perfect.

Did Picard ever indicate a fondness for dogs previously?

Don't think he's ever indicated fondness for any animal. Hell, he hated kids.

It looks like it's a JJverse Starfleet insignia on a pretty standard leather dog collar. You can get the insignia just about anywhere, put a small ring on it and attach it to a collar.

I've always like the Starfleet badge/communicator from "Future Imperfect" (TNG). If I were doing a post Voyager series I would use that one.
